In order for society to operate in an orderly manner and avoid the chaos that could result from everyone fending for themselves, laws are creating by the masses, in an attempt to meet their collective personal and societal needs. The laws (and their enforcement) are not "perfect," but they suffice for the majority of the population they serve. Are there exceptions? Of course, and that is likely where these stories emanate and serve their purpose to continually remind all of us, of the need to be vigilant. We must continually work to remember those among us, who cannot fend for themselves.
